following being given approval state council on 24 march 1953, guangdong province paracels, spratlys, , zhongsha islands authority established county-level administrative division on woody island (yongxing dao). during cultural revolution, when revolutionary committees being set across country, authority upgraded guangdong province paracels, spratlys, , zhongsha islands revolutionary committee on 4 march 1959. on 22 october 1981 original authority restored. administration transferred hainan on national day, 1984, when hainan administrative region established, followed establishment of hainan province on 13 april 1988. on 19 september 1988, authority s name officially changed hainan province paracels, spratlys, , zhongsha islands authority . on 25 december 2006, woody island census-town s first-ever residents , fishermen s congress held. 3 representatives @ township , village levels selected represent census-town s neighborhood committee of north , south villages. neighborhood committee began work on woody island following day office @ border guards of paracels police station. these first ever actual subdivisions created within county-level authority.


the prospect of establishment of city on woody island first mooted on 19 november 2007 in report mingpao, hong kong-based newspaper, through telephone interview mr. zhang of propaganda department of wenchang, hainan. report claimed county-level city established prc state council in november 2007 administer 3 disputed archipelagos in south china sea: paracel islands, macclesfield bank (zhongsha islands) , spratly islands. replace county-level paracels, spratlys, , zhongsha islands authority . city of wenchang provide supplies , logistics to-be-established city.


on 23 july 2012 prc central military commission announced had authorized people s liberation army guangzhou military command form garrison command in sansha city. troops responsible managing city s national defence mobilisation, military reserve, , carrying out military operations.


on 24 july 2012, prc officially established city of sansha in yongxing island.
