in 1875, haggard s father sent him south africa take unpaid position assistant secretary sir henry bulwer, lieutenant-governor of colony of natal. in 1876 transferred staff of sir theophilus shepstone, special commissioner transvaal. in role haggard present in pretoria in april 1877 official announcement of british annexation of boer republic of transvaal. indeed, haggard raised union flag , read out of proclamation following loss of voice of official entrusted duty.
