in 1830s felt town s council preston moor in neglected , unprofitable condition . in 1833 preston chronicle published article on intended inclosure , improvement of preston moor . showed map of intended enclosure. plan drawn town steward, appropriately named philip park.


in mid-1860s park landscaped design landscape architect edward milner , part of scheme provide work unemployed because of lancashire cotton famine. edward milner former student , assistant of joseph paxton, noted victorian architect , park designer. work supervised george rowbotham, allegedly became town s first parks superintendent.

in 1927 observatory built on park replace building in fulwood. named jeremiah horrocks observatory. first curator g. j. gibbs, f.r.g.s.. observatory run university of central lancashire, although light pollution , vibration traffic on blackpool road means no longer used scientific research.


in august 2013, moor park designated grade ii* listed park.

on park s far west side facing garstang road, number of central businesses overlook moor park. area of preston highly desirable , fashionable. of office buildings victorian architecture open space , large car parks. businesses include phc law ltd, deepdale vicarage, lancashire probabtion service, taxbak, , lancashire st john s ambulance hq.
