the districts of germany (kreise) administrative districts, , every state except city-states of berlin , hamburg, , state of bremen consists of rural districts (landkreise), district-free towns/cities (kreisfreie städte, in baden-württemberg called urban districts , or stadtkreise), cities districts in own right, or local associations of special kind (kommunalverbände besonderer art), see below. state free hanseatic city of bremen consists of 2 urban districts, while berlin , hamburg states , urban districts @ same time.


as of 2011, there 295 landkreise , 107 kreisfreie städte, making 402 districts altogether. each consists of elected council , executive, chosen either council or people, depending on state, duties of comparable of county executive in united states, supervising local government administration. landkreise have primary administrative functions in specific areas, such highways, hospitals, , public utilities.
